A native of Bloomfield, Ind., Burns served in the Indiana Volunteer Infantry during the Spanish American War. He began practice as an architect in Indianapolis in 1910, and was a member of the firm Burns and Burns. A community leader, Burns was chair of the executive committee of the Indiana Historical Society for 21 years.
